By default even after adding the IAM user to "Administrators" group, the user still cannot access Billing information, only root user can.

This can be changed by "Activate IAM access" option in the root account user's "My Account" settings

1. Login as root account
    
2. Select "My Account"
   
   
    
3. Scroll down to the following section, select "Edit"
   
   
    
4. Tick Activate IAM Access to enable, click Update
